The small amount of information on the usage of the Pi 5 suggests the Pi could fit 3 amp instead of 5 amp, if used with a lower power storage. My Pi 5 + NVMe board + low power SSD fits in 3 amp. That means no PD required. There miust be a million combinations of power supplies to fit 3 amp.
Portability. If it can run without PD, you could use a small battery/power pack when running in a half marathon and a bigger power pack for a full marathon and a USB socket in an aeroplane.
If you can sneak in without PD, there are so many options for different use that I suggest designing for 3 amp. Select low power usage options. Big passive heatsink with out a fan. Whatever.
