I’ve worked with the CM4 (BCM43455 + brcmfmac) quite a bit, and honestly, what you’re seeing is more or less expected behavior in a very noisy RF environment. The CM4 Wi-Fi is functional as an AP, but it’s not particularly robust when congestion and interference get bad.
