They (The Pis) must have already been tested before packaged at the factory. So resellers should not break the seal and "test" them in any way. That shouldn't be necessary. And packaging wise, i think it is safe to say that different factories might use slightly different packaging. If i am not mistaken, Pis do not come from just one factory in England.
I wouldn't really worry much if the Pi seems new and everything is working properly. If it doesn't look shiny and new, then you have valid reasons to worry about and you can send it back for a refund.
