As you can set the background image, you can create a mono colour image and display that.

That did not work!
mv could not stat pink.png
The fact that settings cannot be maintained is surely a serious fault?
Menu>Preferences>Layout - no image>Picture - RPiSystem.png (produces white)>Colour - pink>Taskbar Colour - pink.
