I've been dealing with the same 4k/60Hz struggle on my Pi 5 setup. I use my Pi to run a dedicated browser window for my CS2 item tracking, but at 30Hz, the scrolling is incredibly choppy.
I was testing the rendering on this page:

The orange 'heat' gradients on that skin actually show the color banding/stuttering really clearly when the Pi isn't hitting the full 60Hz. If you're using a micro-HDMI to HDMI adapter, that might be your bottleneck—I found that some cheap adapters don't actually support the 4k60 throughput even if the Pi settings are correct. Are you using the official Raspberry Pi cable or a 3rd party one
