Personally, I’d avoid putting the Pi itself outside at all. Your idea of keeping it inside and only exposing the camera and IR board is the right move. What I’d use is a weatherproof electrical junction box rated IP65 or higher. They’re easy to mount, cheap, and designed to handle wall penetrations. You drill one hole for the camera lens, one for the IR emitters, and seal them properly with clear acrylic or silicone.
