You may have trouble getting a PI 4B with only 1GB of RAM. They were mostly aimed at industry and not on general sale (apart from a short while when prices went high). The commonly available models are 2GB, 4GB and 8GB.I also saw the Pi 4 has 1GB of RAM, but CPU is now 1.5 GHz.
Also, it's not just the CPU clock speed that makes a difference in the processing power. The CPU type and the memory speed mean that the Pi 4 should be at least twice as fast as a 3B+. Also there's the faster wifi, 1Gbit ethernet and USB3.0 ports that make it better.
I'd go for a 4B 2GB as a base model now, unless your application is light and you have a cheap supply of 3B+
