In our shops, the 64 bit 3 is almost the same price as the entry level 4.The "A" format of the Zero 2W is the 3A+
For a Zero 2+, I would put the change of power and HDMI connectors to match the 4/5 as number one, followed by 1 GB of RAM, something silicon should support by now.
Reusing the left over 1.5 billion phone chargers would be good. Make the device run at lower voltages. Tell the users to set all GPIO to 3.3 volts instead of 5. I think every input and output device is available in 3.3 volt versions.
