General discussion • Can I use my pc to run rpi os and then transfer it to the rpi itself later on?

I want to work the RPI OS on my actual computer, because working on a RPI is really slow (and my setup isn't helping either...) and when I'm done just copy the files onto the SD card and boot.

I've had a few ides on how to approach this:
1) Use a virtual machine like Virtual Box
2) Boot from my SD card itself

I'm new to raspberry pi and OS' and I'd like to work more on my projects than to learn linux.
Is this even possible?
