Old VCR's, analogue satellite receivers and CATV boxes, used to mix their RF output with incoming aerial RF. The kit I used way back when would mix composite via SCART when in standby so I simply daisy chained with each receiver outputting on a different RF channel -The antenna plus modulator mixing I recall was a passive circuit so I am sure you could find some way of mixing multiple RF modulator outputs to a single coax feed.
