The one I've suggested has an extremely stable output which I have used for numerous audio and video applications where any noise becomes a real problem. Using this and a cheap 12V->5V plug in will work whilst cranking the starter motor whilst an inverter will shut down due to low input voltage, and many (actually all the ones I have) require you to then hit the reset to clear the error.@MikeDB: There is no such thing as a Li-Ion battery that outputs 5V; there will always be an output converter to get 5V that requires capacitors there to maintain a stable 5V. I trust that the devices you suggested are well-designed with a stable output (they must have adequate output capacitors to do that), but the OP wants to power it from 12V; he didn't say anything about in-car converters being available.
