I need to format an SD card that has the RPi OS installed in it so that I can clone a different RPi OS onto it. I can't use a Windows PC to do this because I currently don't have access rights to the disk manager. I was wondering whether it is possible to do this by connecting it to a Raspberry Pi that has Bookworm installed via a USB connection to an SD card adapter. Is there an application that is preinstalled on the Raspberry Pi that will help me format this external SD card?

The answer to that is YES. And you can use the Raspberry Pi Imager utility, shipped as a component of RasPiOS, to do it.
But if you are subsequently going to use either the Raspberry Pi Imager utility or the RasPiOS SD Card Copier utility to put a new Operating System on that microSD card then formatting it is redundant. Both those tools will destroy and supercede any previous content on the card.
